HUD Handbook 4000.1 Update 18: Key Changes for Underwriters and Quality Control Teams On August 12, 2026, FHA published Update 18 to Handbook 4000.1, incorporating several updates that will directly affect underwriting, quality control (QC), compliance reviews, and lender operations.
Employment Verification Requirements Clarified
FHA added formal definitions for Written Verification of Employment (VOE), Electronic Verification of Employment, and Reverification of Employment. The update provides greater clarity regarding acceptable employment documentation, particularly when third-party verification vendors are used.
Written Verification of Employment (WVOE) refers to a document-based employment verification obtained through a process involving human intervention, completed by the Mortgagee or a TPV vendor, based on information provided by the Borrower’s employer through written communication.
Electronic Verification of Employment (EVOE) refers to a system-generated employment verification obtained through an automated process without human intervention, directly from the employer’s payroll system, and obtained from a TPV vendor.
Reverification of Employment refers to a confirmation of a Borrower’s current employment status obtained by the Mortgagee or a TPV vendor through independently verified direct contact with the Borrower’s employer, which may be conducted verbally or through other communication methods.
Changes to Appraisal Reuse
FHA refined its guidance regarding appraisal reuse and transfer requirements. The Mortgagee may utilize an appraisal report performed by an FHA Roster Appraiser when the FHA Case Number was previously canceled and never endorsed.
HUD-92900-B Requirement Eliminated
FHA removed the requirement for lenders to provide and obtain a signed Form HUD-92900-B, Important Notice to Homebuyers.
FHA Quality Control Requirements Updated
Lenders should review their QC Plans, management oversight procedures, and compliance monitoring practices to ensure alignment with the revised handbook guidance addressed in Mortgagee Letter 2026-09, which removes redundant QC requirements, including the need to review loan performance data for patterns of noncompliance. Instead, lenders are encouraged to focus on loan quality rather than performance trends. The letter also clarifies that QC employees or contractors must remain independent of loan administration processes
Clarification on FHLB Set-Aside Funds
The handbook now clarifies that Federal Home Loan Bank (FHLB) Homeownership Set-Aside funds may be provided either as a grant or as secondary financing.
Reverifications and Why Documentation Matters
At QC Verify, good note-taking is an important part of the reverification process. A verification may be complete, but the notes tell the story of how we got there. Our notes should clearly show the attempts that were made, who we contacted, what information was provided, and any additional steps that were taken. Clear and accurate notes make it easier for anyone reviewing the file to understand what occurred without having to search for answers. Taking a little extra time to document our work properly helps us stay consistent, accountable, and focused on providing quality work.
